Enable EUR settlement and SEPA Direct Debit for merchants in Ireland, France, and Germany

Offer Signup Pages block signups for archived Products General Access
Offer Signup Pages now correctly prevent signups for archived Products and their price points, matching the behavior of Public Signup Pages (see Create and Manage Offer Signup Pages). Previously, Subscriptions could still be created for archived Products through Offer Signup Pages, which contradicted documentation and caused Merchant confusion. (Released: 18 December 2025)
